Be aware that recently, Los Angeles has shut down the Grand Park area on New Year's Eve to project a countdown clock on City Hall, which causes a lot of crowding, bad traffic, and unclear road closures, so allow plenty of time and rideshare it or take public transit, and be prepared to walk some distance to get to where you are going.
Parking structure under the hall. Surface lots available but no cheaper.
The Walt Disney Hall has a coat check on the main level where you can leave coats and bags.
The Walt Disney hall has a decent, ir pricey, cafe. There are other nice, expensive restaurants within walking distance.
The weather was Nice and not too cold.. I wore If you want to add up to the experience...dress nicely. But it's just me...
I wore a fur coat , a cocktail dress and boots..
If you park on 2nd, parking is $8. And you are walking distance from really great food such as Grand Central Market and Maccheroni Republic.
If you would like to eat close by, there is Kendall's - but you must make reservations. We were hungry and couldn't get in without reservations. So we went home.
Leave early as the traffic even on a Sunday in Los Angeles is like a slow boat to China.

Park at the open parking structure below disney hall. It isn't crowded and there is no long wait to get into parking. You can exit on First Strett at the back, cross the street and you're at the halll.

Park in the Disney Concert parking structure on 2nd off Grand Ave. for $9.00.
Park in there lot which is off 2nd and Grand, the cost is $9.00. Once inside you take the elevator up to the lobby. You never have to go outside, unless you're going to will call to pickup tickets.
The weather was 61 degrees and breezy.. I wore a long dress with a vest and took a jean jacket, which I did not wear.
Dress at the event ranged from casual to formal wear, so dress how you feel and what makes you happy..
After 4:3pm..parking in connected garage is only $9
